a) Consulting on building strategies and plans for science and technology development and training of UEH;
b) Advising on policies for building, maintaining and developing conditions to ensure the quality of training and scientific research of UEH;
c) Appraising the content or opening majors of training programs submitted by UEH Councils of Science and Training;
d) Consulting on scientific and training activities under training programs in international cooperation projects granted by UEH;
e) Approving the list of PhD students with successful his/her University-level thesis defense that are proposed to be considered for a Doctoral degree so that UEH can make a decision to grant a Doctoral degree to the PhD student;
f) Consulting on UEH scientific and training activities arising upon request.
