- To advise on how to develop strategic plans for organizational and human resource development of UEH University in each period; to assume the prime responsibility for developing processes and regulations, to draft regulations and decisions in the in-charge field submitted to UEH President for promulgation.
- To advise and to develop projects regarding establishment, merger, consolidation, division, separation and dissolution of UEH-affiliated Units; to appraise projects regarding establishment, merger, consolidation, division, separation and dissolution of Units under the supervision of UEH Faculties and/or Training institutes. To advise and to operate the working relationship between UEH-affiliated Units in accordance with the prescribed functions and duties. To check the implementation, to summarize and to report to UEH President to decide regarding the adjustment of functions, tasks and powers of UEH-affiliated Units.
- To implement the task of internal political protection. The focal point to coordinate with related units to grasp UEH officials’ and employees’ political ideology situation.
- To coordinate in reporting the current domestic and international situations; to coordinate with relevant units to disseminate and implement UEH Culture towards UEH officials and employees.
- To organize the implementation of management and team development activities: Manipulating, recruiting, employing, planning, managing job positions; change professional title; work performance assessment; appointment, re-appointment, transfer, rotation, secondment, working time extension; property declaration; quitting holding positions, resign or dismiss; rewarding and discipline; quitting one’s job; retirement, full retirement age, survivorship benefits for public employees and employees; to manage and to coordinate in the implementation of professional and professional training and retraining towards UEH officials and employees; to advise on payroll management and to monitor the activities of UEH-affiliated institutes, centers and companies and Faculties/Institutions.
- To organize the implementation of regimes and policies for public employees and employees: Upgrading and transferring public employees; salary increase; allowance; hardship allowance; social insurance and unemployment insurance regimes; acting as the focal point for serving the process of considering and proposing teacher titles and scientific titles for public employees.
- To manage, to store and to update personnel files and data. To manage the signing of visiting contracts, labor contracts; to participate in training activities among UEH Units and external individuals; to update personal information of officials and employees participating in teaching and working beyond UEH.
- To determine enrollment quotas for all training forms/levels.
- To be in charge of procedures for appointing officials and employees concerning business trips; procedures for the outward delegations.
- To be the focal point for coordination in annual assessment and evaluation of officials and employees; to organize and to guide the implementation of emulation, commendation and discipline work.
- To coordinate UEH Functional units to perform tasks arising during UEH operation.
- To manage human resources, facilities and assigned means and equipment effectively.
- To perform other tasks assigned by UEH President.
