- To develop operating estimates, financial planning in the short-, medium- and long-term.
- To prepare estimates, to organize accounting work, to report on settlement of funding sources.
- To organize the correct, to complete and to collect of tuition fees and fees from students/learners timely. To advise on exploiting and increasing revenue for UEH University.
- To pay salaries, allowances, benefits, extra income, overtime teaching, compulsory insurance, voluntary and other regimes for UEH officials and employees. To pay scholarships, allowances for students and all other expenses for studying, teaching, scientific research, building facilities, repairing and purchasing equipment and so on within UEH University in accordance with the current UEH regulations.
- To be in charge of financial management of units with and without a round signed seal, revenues and obligations of those units under UEH University with financial revenue and expenditure activities.
- To monitor and to present statistics on the implementation of UEH lecturers’ annual standard hourly standards.
- To implement accounting regimes: Personal payments from professional activities; insurance; State budget estimates; Treasury; salary, additional income, allowances; procurement of materials, goods and services; repair and investment in capital construction; fixed assets; monitoring debts; to advance tracking; to be in charge of payment of lecture hours, exam questions, examination, marking, subject guidance, theses, dissertations, academic advisors; cash, bank deposits; to corporate income tax; to be responsible for synthetic task.
- To be responsible for building, amending and supplementing UEH University’ annual internal expenditure regulations. To develop regulations, rules and procedures for activities related to financial management and accounting regimes.
- To guide the accounting regime, to disseminate the State’s documents on financial management, to organize the financial inspection of Units engaged in financial revenue and expenditure activities and to use the budget.
- To monitor and make tax finalization; UEH University receipts; personal income tax and contracted funding; to monitor UEH University's accounts at banks and treasuries.
- To carry out the generalization, to report and to analyze financial activities; to preserve and to archive accounting documents in accordance with UEH regulations.
- To coordinate with UEH-affiliated functional units to organize, to manage, and to save financial resources and assets of UEH University effectively.
- To be responsible for investment preparation, estimate appraisal, project financial cost management; to coordinate with related units in project management. To act as the main focal point in organizing bidding and auction activities in accordance with regulations.
- To coordinate functional units in performing tasks arising during UEH University’s operation.
- To manage human resources, facilities and assigned means and equipment effectively.
- To perform other tasks assigned by UEH President.
