Scientific Conference titled "Promoting scientific and technological research and developing human resources for high-level science and technology research at Universities"

On April 15, the National Foundation for Science and Technology Development in collaboration with the University of Economics Ho Chi Minh City (UEH) organized a scientific conference "Promoting science and technology research activities and developing human resources for high-level science and technology research at Universities". The purpose of the conference was to create a forum for exchange between management agencies and scientists about promoting scientific and technological research activities and developing highly qualified human resources for science and technology research at universities according to Resolution No. 109/2022/ND-CP issued on December 30, 2022.

Attending the conference, on behalf of the Ministry of Science and Technology, there was the participation of Assoc. Prof. Dr. Huynh Thanh Dat - Member of the Central Party Committee, Minister of Science and Technology; Dr. Nguyen Hoang Giang - Deputy Minister of Science and Technology. On behalf of the Ministry of Education and Training, there was the presence of Assoc. Prof. Dr. Nguyen Van Phuc - Deputy Minister of Education and Training; Assoc. Prof. Dr. Nguyen Thu Thuy - Director of the Higher Education Department; Dr. Vu Thanh Binh - Deputy Director of the Department of Science, Technology and Environment. On behalf of the National Foundation for Science and Technology Development (Nafosted), there was the participation of Dr. Pham Dinh Nguyen - Director of the Fund Executive Agency. From the University of Economics Ho Chi Minh City, there was Prof. Dr. Nguyen Dong Phong - Chairman of the University Council, Prof. Dr. Su Dinh Thanh - President of UEH, Assoc. Prof. Dr. Phan Thi Bich Nguyet - Chairwoman of UEH Strategic and Policy Advisory Council, Dr. Bui Quang Hung - Vice President of UEH, Dr. Dinh Cong Khai - Vice President of UEH, Assoc. Prof. Dr. Nguyen Khac Quoc Bao - Vice President of UEH, and representatives of Universities, colleges, research groups and scientists.

Overview of the conference

Speaking at the conference, Assoc. Prof. Dr. Nguyen Thu Thuy, Director of the Department of Higher Education, Ministry of Education and Training, stated that postgraduate training is particularly crucial in the high-tech field in which universities need to focus on training human resources in 5 main areas: engineering and technology, computer science, mathematics, basic science in general, and life science.

To promote resources for high-tech development, Assoc. Prof. Dr. Nguyen Thu Thuy proposed a variety of solutions that help encourage training as well as attract scientific and technological human resources listed as research funding policies, encouraging research cooperation with higher education institutions, foreign organizations; using research funding of businesses; tax exemption policy for enterprises to invest in facilities, equipment, build laboratories in higher education institutions for research, technology transfer, commercialization of technology products and services; developing strong research groups, excellent training and research centers; as well as policies to attract overseas scientists to teach and research in Vietnam.

Speaking at the conference, the Minister of Science and Technology, Assoc. Prof. Dr. Huynh Thanh Dat emphasized the importance of human resources and scientific research in improving national competitiveness through innovation. The Minister suggested the units under the Ministry of Science and Technology continue to coordinate with the Ministry of Education and Training to perfect mechanisms and policies, to encourage and to create a favorable environment for scientists to maximize their research capacity and develop highly qualified human resources.

According to the Minister, the National Fund for Science and Technology Development needs to research and to orient programs to sponsor and support scientific research in order to strongly promote excellent research groups and develop human resources for scientific and technology research, especially for the outstanding young generation. Universities need to pay attention and make appropriate investments in science and technology activities to improve the quality of undergraduate and graduate training, as well as promote the development of highly qualified science and technology human resources and international integration, ready to meet the requirements of industrialization and modernization in the development process of the country.
